Bug (prbly rare): clicking Prefab's "Apply" has no effect on

I've got this annoying bug twice today (on 2 separate PCs and separate prefabs but same project and scene)

After editing FSM which is in prefab "EXAMPLE" (i.e. it is in scene <Hierarchy> window) there can be bug when clicking that particular prefab's "Apply" button makes no updates on corresponding "EXAMPLE.prefab" in <Project> files.
(Restarting Unity won't help)

*Result: temporary inability to distribute FSM changes from prefab residing in scene.

*Known Workaround:
step 1. Edit FSM residing not in scene hierarchy but via <Project> files window instead (changes made to FSM in scene will be lost)
step 2. Reload scene

*Repeatability: probably rare

*How to reproduce: don't know yet

Try selecting the prefab in the Playmaker editor after clicking "Apply."

Action data needs to be reloaded after it changes. In most situations this happens automatically, but I haven't found a way to intercept the Apply event yet...

I had this problem again today. But this time changes made in <Project> files didn't affected any corresponding FSM in <Hierarchy> at all. And opening it in Playmaker editor did't helped
Any ideas maybe?
Only solution I've found yet is to reload that scene. Its sufficient but not comfortable solution tho
