Find Closest Game Object finds seemingly random Prefabs

Find Closest Game Object (tagged prefab building)/Move Towards Object/Smooth Look At.  I've worked a lot with Find Closest Game Object in the past, but it seems that the combination of these Actions is somewhat bugged.  It is seemingly hit or miss if it works, sometimes the unit will find the prefab tagged building and other times it wont, other times it will think the wrong building is the one it's looking for.  There might be a conflicted with the tagging system in Unity,  This same FSM works fine with finding "Trees", but the trees are in the world on game run, not added later in game (Objects in game on game run seems to make a difference).  *I'm using the real objects types, "building", "unit" and "trees" for ease of explanation*
